How Do I Get This Look With Fondant?

So I want to do the gown effect on the bottom tier of this cake... Is this as easy as just pleating the fondant? I feel like that's too easy. 
Any ideas? And I did search the forums beforehand. Found a few threads with draping/pleating but none were quite what I was looking for. Thanks!

I think it's just the strips used to pleat like normal but in varying sizes with the lace pattern maybe pressed onto the bottom? That's my guess but I'm hoping one of the experts can let me know if I'm in the right direction.
AThat's what i thought too. I see this type of technique on wedding cakes lately. So they are individual thin strips of fondant layered on top of the cake to mimic pleats? And once the top tier (cake) has been added, work around it? Or add the pleats, and then add the top cake? Because i worry the pleated fondant will make the top tier to not level properly :(
