All twelve districts were made from fondant several days in advance. I also made the mocking jay in fondant several days in advance and then brushed with with Gold luster dust. I made the barb wire out of fondant and colored it with silver luster dust when dry. The chain link fence's were made from royal icing and colored with silver luster dust.
