I haven't done this but I would say buy the white chocolate melts (Merkens, etc.), pop some popcorn, dip it through the melted chocolate and then spread it out on cookie sheets to harden. Or you could mold it into a pan and cut it (like rice crispie treats) or make popcorn balls out of it depending on what size you want.

White popcorn is great. Just pop the corn and make sure to get out all the "old maids". I just melted white chocolate and while still warm poured over a bowl of popcorn and mixed with hands - sort of like making popcorn balls, then spread out over cookie sheet - don't press together - that way it can be broken up into bite size. Unless of course you are using it for carving then go ahead a press together. The popcorn will not be completely covered in chocolate at least not thickly - but then again you don't want it that way.
