How Do I Do This Icing Technique?

This cake has me stumped. I can't zoom in enough to figure out exactly what tip they used to do this. Has anyone done a cake like this? I am mainly wondering what tip to use and if there is an easy way to mark the cake to make sure the swags are level and even. Any tips would be appreciated. I tried googling to see if I could find a video but I wasn't sure exactly what it is even called. ThanksHow Do I Do This Icing Technique?

Well I'm almost sure it's a small star tip (either open or closed depending on the final look you want) in a series of small loops (aka: drop string work).  As for how to get the loops even - I'd start by marking the top of the cake every 1" or 1&1/2" all around and pipe the loop from mark to mark.   You might even want to mark how 'deep' to form the loop but I never did.  The next row down starts in the middle of a loop piped.
