Those look piped. A comb would have some blending and not be as deep.

I reckon it might be a petal tip?

I believe it to be a comb.  Actually, they pipe on icing probably using a round tip (maybe 5 to 10), then run a spoon or the handle of some other utensile over it.  If it's done w/a petal tip a turntable is used and turned very fast while piping.

Looks like a 2D tip to me? Spinning the turntable and piping straight lines.
