I have been asked to make cookies with the Army promotion oak leaf in the center of a larger plaque cookie, with the leaf being either hand-cut or molded chocolate silver oak leaf on each cookie.  I am in search of either the oak leaf fondant cutter or chocolate mold in the shape of  in the size of 1-1/2" to 2" size.  I have had no luck with my usual vendors.  Any suggestions on how to do this?

If you have time, find the pin/medallion that you need and then make your own silicone mold.  Then you can make the molded decorations.

That is what I did for this eagle scout cake - the medal/eagle on the top, and a belt buckle I found on e-bay on the bottom.

yortma, Thank You for your suggestion.  I actually FINALLY  located a lady on Etsy who is getting the correct size cutter for me.  But thank you again for the information.  I have not tried making my own molds yet, but I definitely want to now! :D
