How do you get this look? Is it done w/a comb? If so, where can I get one? Thank you for your help. I appreciate it. 

It is easily done with the tip of a rounded spatula, spin your cake and either slowly move it down your cake as you spin until you get to the bottom (sit the cake on a slightly smaller upturned tin to get the bottom of the cake off the turntable) 

or finish one rotation and smoothly slide the spatula off the cake then start the next rotation depending on the exact look you want, rinse and repeat :-)

Here is a quick video of how it's done.  She shows 2  ways vertical and horizontal.  You want the horizontal one.  It's super easy and quick.

The photo you posted uses a smaller point spatula then the one in the video.  Use one like this:
