Can anyone tell me what's on this bottom layer of this cake? It's fondant but covered in what sprinkles? How do I get it to stay?

My customer wants a fondant covered cake.

I think, and I'm prepared to stand corrected, it looks like Royal icing piped on with the "grass" nozzle?  The same as the trees but a bit shorter and smoothed down a bit?  Perhaps it could be done with crusting buttercream too?

You can use buttercream and the grass tip. I think grass tip is tip 233.

I thought they were covered in green jimmies or sanding sugar? i can't tell.
