Hi there! I was just wondering how could I create that beautiful shell looking design in the top tier? The birthday girl wants it to be exactly like that. Thank you 

The picture is too bright to see the detail on the top tier :( but Marvelous Molds has a few shell molds.

As 640 said, the pic is just soooo washed out we cannot see any design/decorations on that top tier and most of the other tiers are almost as bad.

Here's a better picture of that tier.  Looks like a shell mold (and a lot of work) was used to make that tier.
