I'm trying to figure out if the blue scroll is hand painted??  If so with what medium?

If anyone knows please let me know!  Thank you.How Is This Done?

It looks hand painted to me too. I use vodka as a medium when I hand paint food coloring. It helps stick the food coloring to the fondant a lot better than water. When it dries, the alcohol will evaporate. I personally like to use berry flavor vodka.

Looks to me like a stencil was used with an edible marker.

the blue design whether painted or stenciled is A...W...E...S...O...M...E...

I'd have a heart attack if I tried something that unforgiving on someone's important cake.
