Where Would I Get This Stencil? Technique?

I am doing a version of this cake in September.  Has anyone done this technique before? I'm assuming it's stencil with Royal icing.  I'd love to find a stencil task enough (6"?) So I don't have to match up to half of stencil but not sure that's out there.  I've found several that are 4 inches tall.  If you've done this type of technique can you tell me how it's done? Do you do the bottom half, dry then go on?  Where did you find your stencil?

That looks like fondant cutouts.

I agree with Ropalma, looks like it was done out of fondant with the two different size cutters.  They are not all centered the same.

I have a Marvelous mold that looks very similar.  But I saw Michael's has an inexpensive one that looks like this that you can put on the cake by panels.

Looks like a overlay (though not sure which one) but here's a recent cake I've worked on with an overlay.

there are zillions of 'how to make cookie cutters' on google -- so if you wanted to you can make them -- it's much easier than you ever thought -- those inside points can be tricky -- you have to get it right the first time -- you can't really go back and redo because it cracks --

but what i do is make the shape out of foam core then wrap my stuff around that -- easy peasy

The unevenness in the sample photo appears to show that each piece is hand made. But yes, there are onlay molds that match that style.
