get that tier just sticky enough, not dripping or anything  -- if it's fondant covered then brush on some piping gel -- it it's buttercream then apply beads before the buttercream sets up --

set the cake on a footed upside down turntable so the cake hangs off the pedestal -- or set it on a can so the cake is bigger than the can and the board is the exact same size as the cake -- then get handsful of beads also called dragees and smash them in to the sides -- oh and place a cake pan under neath to catch all the drippings -- there you go
