You could either use a bigger cake as bottom tier (11 or 12") and mark an 8" round circle on top. Then cut/trim away the excess except for the part where the staircase will be. That way it's all cake but you'll have some waste (which you could use for cake pops). Or you use a 10" bottom with an 8" top and make the staircase out of RKT. If you extend your 10" cake pan you can have a guide to get the curve right so it will fit snugly to the cake.
