Putting Fondant Mermaid Scales Onto Buttercream?

I'm making a mermaid cake and the bottom tier is going to be covered in little wee individual fondant circles to imitate scales. Will these stick directly to the swiss meringue buttercream crumb coat, or do I need to put on an all over layer of fondant and then put the individual scales on that? (I really would like to put them straight on to the butter cream so I don't have a double layer of fondant, but I can also see how little circles on the side of a cake, stuck on fairly smooth butter cream, might just start falling or sliding off or slumping downwards!!)


Suggestions, advise, ideas and techniques welcome!

I'd do a thickish crumb coat, they'll stick to that.
