Luster Dust

I am new to baking and my sister asked me to make a round 4 layer royal blue shiny cake with pearls going around the bottom of the cake for her birthday next Saturday.  I have no idea where to begin. I googled and youtubed shiny cakes and luster dust keeps coming up. The only thing I can find that has been lustered dust are small fondant pieces; not an entire cake. What can I use to make the entire cake shiny and how do I go about doing it? And what should I do about the pearls ( do cake stores sell edible pearls)? 

In the past when I have posted questions I have not been able to reply because the system gives me an error that states "could not verify human", so thanks in advance to everyone for helping me.

I'm pretty new too, so someone on here may give you better advice, but I found these links that show you three different ways. Not sure if this look is what your going for.
