Hi, needing to know the best way to achieve the second layer, is the only way to do this with a wheel? I have a wheel but it's a bit wobbly as you roll it so I can't imagine getting these perfect lines. Maybe I just have a cheap tool! I'd feel much safer using some kind of ruler with spikes on it, is there such a thing? haha. Thanks

Maybe use your wobbly wheel along your ruler.

Even better than a ruler, use one of those plastic triangle rulers from the school supply section in department stores. It has a flat side that will keep your angle straight & a ruler so you can measure how far apart you are placing your quilts. I did this cake using that method. Well I was hoping the quilting part showed up better but it looks like between the lighting in the pic & the black fondant you can't really see it.

Just cut a piece of manilla folder or cardstock. Then you can get the exact angle you want without buying a new "thing".
