The black looks like black sanding sugar, but it looks like the nitwit put gold (plastic) disco dust on the cake pops, rendering them INEDIBLE.
Gold, fine grain sanding sugar would work--a dot of Americolor gold rubbed around with the sugar and then a very light dusting with edible gold luster dust from sugarpaste.com, cakeconnection.com, or thesugarart.com.
