AIs this cake covered only in buttercream or fondant over buttercream???

AI'm going to vote fondant, but the buttercream job under there is a little wonky...or the fondant job is lumpy not sure

AI was thinking the first one. I messaged the maker a few weeks ago but no response. The description said I frosting with fondant accents. I have never just frosted a cake and decorated it with fondant without first covering it in fondant.
