I have some icing images that are at the shattering stage if I try to cut them apart with xacto or scissors.  Is there ANY way to salvage/save these?

Yes, Just put a damp paper towel against the backing of the bag and zip it making sure all the air is removed.  Leave it overnight.  This should do the trick.
