Hi to me they look like thin strips of fondant rolled with an edible jewel in the centre

It's pretty simple, just time consuming. You have to be careful when working with crystals, that's what I like so much about this design-aside from the few scattered crystals and the band, placing them inside the Gumpaste ruffle will make removing them much simpler.
