I am making a cupcake cake for a wedding for the top tier to keep for their 1 year anniversary.  Will this liner made from the chocolate freeze for the year until used?

AIt will freeze, but the chocolate will probably bloom after that long in the freezer.

You need to be sure to tell them it may have a hazy white look on the surface of the chocolate when they take it out next year.

There is nothing wrong with it. The fat solids are just separating from the cocoa.
