Hi, I am looking for instructions for Pokemon Character cupcakes that do NOT use fondant. If you have any ideas or links I would be very grateful. Thank you!

First step is get permission from the trademark holder.

There may be icing sheets available. Do a search for Pokemon icing sheets...I know SOME bakeries around here will print out an icing sheet with copyrighted material if you make it up on your computer.I haveseen other bakers do it.
