If I were to try to replicate this, I would use a crusting buttercream and a small offset spatula.

ok I tried the sm. off set spatula and ended up with a mess! I am trying to practice for a wedding cake that I have to do on the 29th, is there a certain tech. that I need to be doing with this?

AI would use a small spoon. Ice the cake fairly smooth to start out with, then start making gentle swipes with the back of your spoon.
