Can anyone tell me how i would create the frills on this beautiful cake?

Any tips would be great?

If you do a search you should find lots of results for detailed instructions on how to do these frills but they are basically just strips of fondant or gumpaste with one edge thinned and ruffled with a ball tool and then attached to the cake.  HTH!
