How tall was the finished cake? Is it all one flavor, with the different levels just "food-colored"? (Bad English, I know....) How high is each layer? 1 inch? 1/2 inch?
Did you bake a lot of skinny layers or tort each 2" layer cake and have enough for 2 beautiful cakes?
So how is it done so smoothly? the icing looks thick (height) and how is it iced it without crushing the cupcake paper? looks too perfect!
After looking at it again it kind of reminded me of mini creamcheese cakes or something where the creamcheese mixture set up in the cupcake liners and was perfectly smooth. Then I thought it looked like icecream had been put in and then frozen or something. But...i'm not sure how that would work.
I did some of these for my mom's bday the other day, and i was easy just to drop a dollop on the top and smooth it down. It doesnt bend the wrapper or anything cos the buttercream isnt hard. Just smooth it down with a knife, easy peasy

I can't say for sure what kind of icing she used, but I've done buttercream icing smoothed on cupcakes that ended up looking like hers, many, many times. So I can vouch that it is doable with buttercream. Just use the good ol' spatula.
Better to use a piece of acetate (think, flexible plastic) to smooth it down, you are able to get a curved, even dome this way with few/no lines.
And yes, I agree that it's smoothed buttercream.
