I agree with the previous posters. Definitely looks like buttercream.
I did, thank you! I made it for my niece's birthday. It wasn't too hard to make, just time consuming.
How tall was the finished cake? Is it all one flavor, with the different levels just "food-colored"? (Bad English, I know....) How high is each layer? 1 inch? 1/2 inch?
Did you bake a lot of skinny layers or tort each 2" layer cake and have enough for 2 beautiful cakes?
After looking at it again it kind of reminded me of mini creamcheese cakes or something where the creamcheese mixture set up in the cupcake liners and was perfectly smooth. Then I thought it looked like icecream had been put in and then frozen or something. But...i'm not sure how that would work.

I can't say for sure what kind of icing she used, but I've done buttercream icing smoothed on cupcakes that ended up looking like hers, many, many times. So I can vouch that it is doable with buttercream. Just use the good ol' spatula.
