Rich's On Top Whipped Topping ?

Can this be used to fully ice a cake- and then have fondant polka dots on top?

I am just checking on the consistnecy of it - or am I better off using the bettercreme...

Fondant and whipped cream style icings do not work well together. The moisture in the cream melts the fondant. It makes it sticky and gooey. I know from experience. I use Pastry Pride which is the same as Rich's. I made an Elmo cake with polka dots all around. I put it in the fridge and in the morning it was fine. But during the delivery, as the cream was coming to room temp, the dots began to slide down, leaving a sticky trail. But I have found a solution to this problem! If you coat the back of the dots with melted chocolate and let harden, they can be applied to the cake without the melting problem.
