Hay Bale Cake ~ How Do I?

How can I make a hay bale cake like the photo below? Anyone know what tip to use for the "hay"? And what color yellow?

If it is a small bale (I've made them using 2 marshmallows) then covere the whole thing w/tip 3.
If it is a big cake use tip 233 for the whole thing.
