Coat the ribbon lightly with Crisco so it doesn't absorb the grease from the buttercream. The shortening will make the ribbon adhere to the cake & to itself where it overlaps.

What about using double sided tape. depending on the width of the ribbon, you can attach the ribbon on to one side of the tape and the back (plastic part) of the tape can be placed against the cake. (i hope this is allowed) i have done it for my cakes.
