http://smallbusiness.chron.com/requirements-athome-bakery-business-california-12444.html I'm really confused now....how to understand this if we are not allowed to do this from home in california? Do you guys have any ideas?
You can run a bakery from home in California if your home kitchen can pass an inspection from the health department. Most home kitchens would require significant renovations to pass inspection (on the order of $50K or so depending on location and what needs to be done).

If you are not following the California Cottage Food Law initiative you might want to join the FB page http://www.facebook.com/groups/282510503800/ so you can stay up-to-date with when the bill is drafted and hits the House/Senate Floor for a vote. Wishing you the best in this effort! ~Cary
