http://smallbusiness.chron.com/requirements-athome-bakery-business-california-12444.html I'm really confused now....how to understand this if we are not allowed to do this from home in california? Do you guys have any ideas?

You can run a bakery from home in California if your home kitchen can pass an inspection from the health department. Most home kitchens would require significant renovations to pass inspection (on the order of $50K or so depending on location and what needs to be done).

FYI this is an article by Demand Media, a content farm which values quantity of articles over quality. It looks like this article was written by copying an article referring to a different state and making minor tweaks.
