Hats-Themed Cake - Ideas Please?

Hi everyone, my daughter is turning 12 and she is having a hats party. I am looking for a WOW idea for a cake, she does not like the one hat cake idea. I have looked all over the internet, but cannot find anything that she likes. Can you maybe help?

How about making a mini cake for each guest? Each cake could be decorated as a different hat, and you could display them on a cupcake stand all together.
