I have a great scratch WASC recipe that calls for water, so turn it into a white chocolate SC cake, do I replace the water with melted white chocolate or do i just add the melted choc in addition?

Just add the melted white chocolate. Chocolate is not a liquid in the sense that water (or milk or juice) is, so you would alter the recipe in a fairly serious way if you substituted the chocolate for the water.
