I've made two recently. I rolled, cut and shaped the brims with fondat mixed with a bit of gumpaste about a week in advance. I rolled the sides around empty wrapping paper rolls covered in pastic wrap and let dry for several days (a week would be better if you have time).

For the head part of the white hat in my pictures, I layered 2 6" rounds and a 1/2 ball. Then I just started carving my shape a tiny bit at a time until I was happy with it. Keep in mind that a cowboy hat isn't round, it's more oval shaped so I trimmed the sides to get that shape. I did the same for the brown one I just used 8" rounds and baked the rounded top in a bowl to get a larger size.

Then I just set the top on the brim and decorated with the appropriate trim.
