Given fresh royal icing is made from raw egg white and assuming it is used on cake/biscuits as soon as it is made, how long can you keep the cake/biscuits before the royal icing starts to be no good for eating??

Royal stays good for a really long time. The amount of powdered sugar in it makes it shelf stable. Basically, your confections will go stale before there's any chance of anyone getting sick from royal icing.
