I made an awesome monogram out if royal, it was so pretty for a wedding cake due later today. Last night I went to get it off the parchment and onto the cake, it was up for all of 3 seconds before falling off and shattering. It was late, I had to walk away and try and do something about it this morning. I know where I went wrong, I should have piped it onto a gumpaste plaque and then put that on the cake, my question is, I have 4 hours, think that's enough time to re-do it and for it to be dry enough for a 4pm wedding?

it depends on how big it is. Royal has a tendency to surface dry and takes days to fully dry. Due to time would you be able to use another medium to make it such as chocolate or gumpaste as you mentioned
