I volunteered to make cake pops for my friend's daughter's Wizard of Oz themed 3rd birthday party. I was trying to figure out how to do hot air balloons ??? I was going to use mini cupcake foils but I can't think of something to use inside the foil that is substantial enough to hold up the cake pop? I was thinking of filling them with chocolate or using a marshmallow and using chocolate to secure it to the foil. Any thoughts or suggestions will be appreciated.
