How Do You Make Your Own Tags(Stickers)

Hi, I am trying to figure out how to make my own tags, labels like stickers
I bought a few sheets to make my own labels. like round ones and square ones and also the labels for the water bottles.
but I need to know if there is a special software to make them. I have publisher but it dosen't have a lot fo templates.
can someone give me ideas? thanks 
On the pack you bought there should be a template number or name on it, try searching that on google & download it, its just another form of Microsoft Word

I used my printshop program and chose labels.Then it asks which label number is compatable.Then design your label.Once you have it the way you like it you save it.Everytime I need labels I just open up that file and print as many as I want.I buy the Staples brand lables that are the same number as avery.
