Food Safety - Cheesecake Brownies

I found a recipe for Red Velvet Cheesecake Brownies where you swirl the cream cheese mixture in the batter and bake. I would like to make these for my niece who is away at college in Boston (I am in Va.) Would these be safe to send to her with the cream cheese baked in the brownies or would it be the same as if you were using cream cheese icing as far as food safety goes? Thanks for your help!

Look to the pros... perishable baked goods are frozen, packed with ice, and delivered overnight. The shipping costs are $25 to $50. They take no chances. The FDA governs food shipped out of state for businesses. The added safety risks (and bioterrorism) are part of their responsibilities. Because this type of shipping is this risky, be sure you have all safety measures covered, or find another recipe. My kitchen is ready for FDA approval now, and I would only ship frozen, iced, and overnight.
