What tools do I need? I don't want to free hand cut if that makes sense. I want them all to match and if I just cut it myself, it won't achieve that look.

I bought a scalloped edge cutter online...most cake suppliers have them I bought mine I think it was cake crafts in sugar land Texas ...you will have perfect even scalloped edges every time...hope this helps!
