I have two major cakes to make by the end of this week. Unfortunately cake decorating is just a hobby, so I have to work. How soon can I start making my details (i.e., figurines, flowers, surfboards, palm trees).

You can make them any time you are free. I have flowers that I made a year ago that are still perfectly ok to use!

If you are making them in fondant then now is a really good time! They will hold up just fine in fact because they need time to dry then you could have done them 2 weeks ago.
ETA: or the same thing if you are doing it in gumpaste as well.
