I am trying to figure how to make these tags. I would just puchase them, but all the tags say "not for commerical use". So, that option is out.

Use a photo editing program to make 2" circles with a design you want, print them out on cardstock, and then use a 2" round or scalloped scrapbook punch to cut them out icon_biggrin.gif

You could do other sizes and shapes, as long as you find a punch for them.

What photo editing program do you suggest?

Paint Shop Pro is easy to use and not too expensive. You can download a free trial of it to see if it's what you want: http://www.corel.com/servlet/Satellite/us/en/Content/1152796555406

There are lots of free photo editing programs too, but I haven't tried most of them.

You could also put in a request on Alchemy (http://www.etsy.com/alchemy/) and see if any one would be willing to do a custom designed one for you.

I didn't see any 'for personal use only' on here, might be a helpful site for you...
