It's gorgeous but I probably wouldn't call it quilting personally

Quilling involves more than one shape inside the other right??

Think paper quilling... the shapes don't need to be different inside another shape. I'd say more the same, but gradually smaller. Either way, just rolled or scroll-like. I'm sure you can quill in whatever unique shape you want.

No...Quilling is taking strips of paper and spiralling them in a tube then making shapes. Here's a website that explains it. You can do this with gumpaste strips, but the cake you posted doesn't have any quilling on it. http://www.handmade-craft-ideas.com/paper-quilling-instructions.html
