I wanted to know if I could cover the cake with royal icing before covering with fondant because mostly everyone that uses Fondant covers the cake with buttercream.

Usually fondant OR royal is the finished icing for a cake, so, no, you don't cover a royal iced cake with fondant.

In the UK, fondant is often put over a layer of marzipan when covering a fruit cake. The marzipan helps moisturize the fruit cake and smooths out the bumps from the fruit and nuts in the cake, leaving a nice surface under the fondant.
