I need to make this cake

It looks like textured gumpaste drapes with roses on top of them.

I would use chocolate paste and do drapes like the pp said

Thank you all for your replyes. Do you think i shoud cover all cakes first with fondant, and after do drapes?

Wow! That is beautiful...
Wondering how you achieve the ragged edges (seen on the top) and papery thin appearance of all that draping? Can fondant or gumpaste be rolled that thin in such large pieces for draping?

I would cover the cake with fondant 1st and then do the drapes.
Chocolate paste can be rolled out quite thinly, and if you leave it for a few minutes it will firm up a bit, so its easier to work. Gumpaste would also work, but its not as tasty as choc paste.
