How Do I Ice These Cupcakes?

I have tried to google and nothing popped up that was useful. I know how to ice with the star tip but I am not sure how to pull off the look of the cupcakes with the blue buttercream. Any suggestions? Which tip should I use for these cupcakes? Thanks!

Use a round tip like a 12 or 1A (I believe is the number) or just cut the end of yoru bag. And swirl from the outside in.

To me it looks like the blue cuppies are done with a large round tip, say a 12, 1A or 2A (large coupler). Swirl from the outside in and simply release pressure and pull straight up.

while you're going try tip 869 for the swirl, love it nice clean lines

I keep finding that none of the big box stores (ACMoore's, Joanns, Michaels) have all the Wilton tips I want. I bet this 869 won't be there, either. Does anyone else have this problem?

I have to get mine at a cake supply store. All the box stores have are a couple of dozen of the more popular tips.

I have NO cake supply store closer than one hour to me! Can you believe it? AND, I live on the East Coast (land of huge population). Go figure.

My local party supply store (haven't tried Party City) has tips. They keep them up at the counter and you have to ask for them.
