How To Make Icing Flower Cake Topper

I'm just wondering how you make a cake topper with royal icing flowers (specifically roses and daisies). I'm not trying to just put them flat on top of the cake...I'd rather make some sort of dome - I'm just not sure how. I'm sure it's not just a bunch of flowers stacked on top of each other or a big mound of frosting.

I'm thinking something like it a dome of cake under it?

Any help is appreciated. Thank you!!

You could use a half circle of styrofoam, attach your flowers to that with RI or BC, and fill in the rest of the space with leaves.
