Evidentially I am doing something wrong, I can not seem to cover the cookie with Royal Icing, it gets very hard and not easy to spread. I tried covering it and then putting the Viva paper towel on it to get all the bumps out but I did not have any luck. Can someone please give me some advice?

thin your royal icing with drops of water - you should be able to "flood" the cookie with the icing. Use a pin to pop any bubbles in it.

Your RI should look like white glue. It should smooth out on it's own. You don't use the paper towel technique for this type of icing. Just pop any air bubbles with a pin as it surface. HTH.
