No idea, but it's beautiful!!! Would love to hear from anyone else who knows how to do it. A transfer perhaps?

Definitley looks like a chocolate transfer.

Ohhhh, very pretty. Looks like a CT to me too, but I think you could do this homemade with a long piece of acetate and some melted white and dark chocolate. Tricky, but once you get the hang of it, very pretty.

Yes this could definitely be a chocolate collar. Which was made maybe with a design of melted white choc. first let sit for few mins. Then covered in reg. chocolate and wrapped around the cake. Usually this is done with acetate or parchment paper(more difficult)
