Could you use royal icing to stencil on a buttercream cake

I can not use a royal icing stencil on my buttercream cakes because I use a non-crusting buttercream. You might be able to do it on crusting buttercream.

Yes, if you have a real good crusting recipe. I do it now thanks to a new recipe.

I think if you're doing it on a buttercream cake, you'll want to use buttercream for the stencilling. Grease breaks down royal icing, and since buttercream has butter &/or shortening as a main component, the royal icing would not remain nice and neat... it'll end up all melty looking down the sides of your cake.
