I was unable to open file on states, does anyone know rules for Arizona? I am in Maricopa County.

I don't have great news for you. Commercially selling food products made in a private residence is not allowed.

FWIW, There are literally hundreds of people in the Phoenix area doing it, and many of them advertise everywhere, so while the ENVSC prohibits it, they don't seem to actually care or enforce their rules, for now

Of course, I'm not encouraging anyone to break the law and risk fines etc should you get busted, I'm just stating facts.
